You're serious? You might as well ask if there's ever been a scene in anime where a character goes through a long flashy transformation sequence.

Off the top of my head:
Yoku Wakaru Gendai Maho episodes 1 and 2 I think, possibly some others as well. Girl gets her skirt flipped by a boy trying to tease her, so she takes off her panties and throws them at his face. Later, she's outside and the wind lifts up her skirt.
Sora no Otoshimono (a.k.a. Heaven's Lost Property) episode 3 or so (the one with the flying panties). Thanks to some convoluted and somewhat nonsensical events, a girl is cursed such that any panties she tries to wear spontaneously pull themselves off and fly out the window like birds. attempting to figure out what's going on she has her hands cuffed behind her back, at which point the wind lifts her skirt (a beam of light censors the view). Later, while attempting to walk home in this state, she trips and the guy she's with dives in front of the camera to block the view.
G-on Riders every single episode, since it's a whole-series-long running gag. Almost all from behind as far as I know
Dororo Enma-kun most or all episodes. Yukiko-hime is a Yuki-onna princess, who to keep cool outside her frozen homelands always wears a very short yukata with nothing underneath.
OreShura (Ore no Kanojo to Osananajimi ga Shuraba Sugiru) episode 1. Very brief and fortunately captured in its entirety in a gif available on the sankakucomplex image gallery.
Astarotte no Omocha (warning: loli) episodes 7 and 10, and to a lesser extent most of the others. One character dislikes panties and routinely refuses to wear them. At a certain point she convinces another character to wear an extremely short yukata with no underwear to a festival by claiming it's traditional. At another point the latter character has a fear wetting in a carnival fun house and a third character offers her panties to replace the wet ones. A gust of wind follows. Warning again: all three are loli.
Hyakka Ryouran Samurai Bride (that's season 2) episode... 2 I think. A girl working in a medieval-themed maid cafe or something is running to answer the door when someone's small animal companion deftly removes her panties. The girl them bows deeply directly in front of the camera. Also available in gif form on sankakucomplex.
