This looks like the Splash Star season of Pretty Cure. Hopefully it really is desperation and not an incidental pose.

Unfortunately I can confirm it's an accidental pose. She spills a drink on her sister's drawing, and gets yelled at. Shame because prior to that, she drank an entire glass of juice. It's episode 8.

I'd say it's not, it's clearly a random chase scene of some sort. and it's also such a brief shot that you'd have to screen capture to even see the details. I did so and saw no proof of wetting involved.
